What CivicRelay is

A state legislature can move more than a thousand bills in a single session. A city might be materially affected by fifty of them and will never have the staff to read all thousand. CivicRelay reads every bill, explains what it does in plain English with a citation back to the provision it came from, and routes the ones that matter to the people in your organization who need to respond.

Reviewer responses roll up into a department position, department positions into an official organization position, and bills that pass become implementation action items. It is the whole path from "a bill was filed" to "we did something about it", in one place.

How it started

When the first public ChatGPT model shipped, two business partners came to the same conclusion a lot of people did — that this was going to matter — and to a less common one: that the interesting work was not the model, it was finding the jobs it was genuinely suited to. They started a consulting practice to go and look.

One of those engagements was with a city in northern Utah, and the problem they found was not a technology problem at first glance. The city tracked legislation in an Excel spreadsheet, alongside a mobile app cobbled together in ArcGIS, with a full-time employee holding the whole arrangement together by hand. No automation. No AI. One person, a spreadsheet, and a legislative session that does not wait.

We said we could help with that. What followed was not a demo — it was mapping the workflow the city already had: who reads a bill, who decides what it means, who has to be asked, and what has to happen before a vote. The platform was built to fit that process rather than to replace it with someone else's idea of one.

Other cities joined, each arriving with something the first one had not needed. Those needs are most of what CivicRelay has become. It has been built this way since 2025 — from real workflows in real city offices, rather than from a guess about what local government might want.

Who builds it

CivicRelay is developed by IT-Empowered, a technology company based in Utah. CivicRelay is one of its internally developed platforms — not a reseller arrangement and not an agency project. The people who write the software are the people who answer the phone.

The company is headquartered in Salt Lake City, Utah, and CivicRelay runs on infrastructure the company operates itself rather than on a third-party low-code platform.

Where it works today

Utah. CivicRelay tracks the Utah State Legislature, and during the 2026 General Session it tracked all 1,016 bills filed. It is in production use by Utah cities and agencies, including the City of Lehi.

Coverage is built one state at a time and on purpose. Sessions, calendars, bill numbering and publication formats differ by legislature, and connecting a new one properly is more useful than claiming fifty states and doing none of them well. What we believe about AI in government

Government decisions carry consequences that a plausible-sounding paragraph cannot justify. So CivicRelay is built to be checkable rather than merely confident:

• Every AI interpretation of bill text carries a verbatim citation to the provision it came from, and the official text is always one click away.
• Answers in bill Q&A are labelled as stated explicitly in the bill, inferred, or not available — so you can see when the model is reasoning rather than quoting.
• Claims that cannot be matched to the bill text are dropped rather than shown. Roughly one in twenty extracted items fails that check and never reaches a reader.
• It is decision support, not legal advice, and the product says so where it matters rather than in a footer.
